And now, on to my thought…

Way back in February 2016 published “The 2016 MUSEman Presidential Platform”, which included my solution to people entering the United States illegally.

As preface to my solution I wrote…

“The Statue of Liberty proclaims she wants the world’s ‘huddled masses’, but I’m quite sure she didn’t mean to include the world’s subversives, criminals, prisoners, spies, terrorists, or those clearly out to do America harm. Unfortunately, that doesn’t stop Liberals from letting such persons into the world’s most popular ‘relocation destination’ by disingenuously lumping together illegal aliens (ie: law-breakers) with legal immigrants (ie: honest, law-abiding people).”

Little did I know almost 10 years ago that Joe Biden would be selected (p)Resident of the United States in 2020, with his immigration policies resulting in over 6,700,000 foreigners entering the United States illegally, with hundreds of thousands being reclassified as “seeking asylum”, other hundreds of thousands being released on their own recognizance with an order to appear for their immigration hearing (which they would then ignore), over 1,700,000 avoiding capture after sneaking in (so-called “gotaways“), an estimated 617,607 known criminals allowed to roam free, losing track of at least 323,000 unaccompanied minor children released into the custody of “qualified sponsors”, and many of those millions being resettled to various locations around America and provided with transportation, shelter, food, emergency medical care, and other amenities at an estimated cost of $42 Billion in US Taxpayer money.

While President Trump has effectively secured America’s Southern Border as promised, and has deported over 605,000 of the most criminal illegal aliens, encouraged 1,900,000 illegal aliens to self-deport, and found 60,000 of those missing children (read more here), there are still millions more illegal aliens within the United States, as that chart suggests.

My 2016 post sarcastically proposed a solution similar to the popular game “Pokeman GO!“, an augmented-reality geolocation game for cellphones where one tracks down and captures virtual Pokeman characters in real time, but replacing fictional cartoon characters with real illegal aliens wanted for one or more violent, heinous, or immoral crimes.

Based on that proposal, here’s more serious version which might actually work:

How to Eliminate ICE

• The POTUS could sign an Executive Order creating the equivalent of a “Letter of Marque and Reprisal“, but for land-based activities rather than activities at sea.
  (This might be difficult to do, as Democrats would surely claim it’s unconstitutional.)
  
  
• Private citizens, properly trained by DHS / CBP / ICE / etc., would sign the equivalent of a Section 287(g) Agreement.
  (Note not all types of 287(g) Agreements might be relevant under my proposal.)
  
  
• Of course, the Private Citizens would have to demonstrate proficiency in law enforcement skills & procedures, be physically and mentally able to defend themselves, and preferably be licensed to carry and properly operate a legal firearm.
  
  
• As with Federal Law Enforcement, these Private Citizens would have to wear clothing and badges clearly identifying them as legal law enforcement personnel.
  
  
• And naturally they’d be subject to the same Rules of Engagement as Federal Immigration Law Enforcement Officers, as well as the same legal jeopardy for acting inappropriately.
  
  
• To create interest in the program – and, suitable motivation and compensation – a bounty could be given for all arrests made which resulted in a legal deportation of an illegal alien having an outstanding Criminal Warrant. However, if the person is simply detained for questioning, or only has an Administrative Warrant against them for a misdemeanor border crossing (ie: a first offense, with no other outstanding warrants), then no bounty is paid.
  
  

In essence, these Private Citizens would be deputies acting as proxy for Federal ICE Agents, but be sourced locally.

I’m certainly no expert in immigration law or law enforcement, but I can see a number of advantages:

• It puts enforcement of Federal Immigration Laws in the hands of local citizens
  
  
• It doesn’t require Federal LEOs to enter a State.
  (Hence, no “invasion” of a State, as Liberals claim: The State’s citizens are solving their State’s problem.)
  
  
• It frees up State and Local Law Enforcement to enforce State and Local Laws
  (something Democrats have complained about in states like Minnesota, California, and Oregon)
  
  
• Empowering local citizens reduces the chances of confrontation and violence among local residents.
  (However, it probably wouldn’t stop professional protesters & rioters from outside the State from engaging, intimidating, threatening, or harming local people or property.)
  
  
• It motivates local residents to police their own.
  (in essence, the Community raises the child, to paraphrase Hillary Clinton)
  
  

… and there’s probably other unrealized benefits.

Of course, this proposal is off the top of my head: No doubt there’d be a lot of pushback by opponents, many details to make it practical, and the approval of both the Congress and most likely the US Supreme Court to enable it. So I’ll stop pondering and let the politicians, pundits, press, and people ponder and pontificate.
